As you read this, WisDOT is again working to outlaw the operation of Pinzgauers (our favorite old truck!). This time, they are trying to change Wisconsin's Administrative Code, and they're targeting other collector cars as well, including pre-1968, ex-U.S. military, and antique import vehicles. This website was originally started in response to WisDOT cancelling our titles and license plates for our Pinzgauers (Sept. 2007). Our trucks had been legally registered in Wisconsin since 2000. Most of our original web pages are still available under "October 2007" at left.
After extensive requests to WisDOT failed, a Wisconsin Pinzgauer owner filed an appeal through the Wisconsin Dept. of Administration, Div. of Hearings and Appeals. The owner prevailed in his appeal, and DMV re-issued title and registration to all previously-registered Pinzgauers as a result. Currently:
DOT is pursuing an Administrative Rule Change, Trans123. On July 29, 2009 DOT held a public hearing to accept public comment on their proposal. As it was proposed, Trans 123 classifies all pre-1968, ex-U.S. military, and foreign-market vehicles as "Special Vehicles" which may be subjected to inspections and mandatory equipment upgrades. The hearing was attended by over 60 people, who expressed unanimous opposition to Trans 123.
DOT is currently editing their proposal, in response to comments they received from the public and lawmakers. When they complete this, the proposal will be assigned to 2 commiittees, one from the Wis. Senate, and one from the Wis. Assembly, for review. If either committee objects to it, the proposal goes to the Joint Committee for Review of Administrative Rules (JCRAR) for further review. These committe members are the people to whom comments about Trans 123 will need to be sent, once the proposal reaches the committees.

Will DOT edit Trans 123, and stop this attempt to outlaw collector cars? They might, but they seem determined to outlaw antique imported vehicles (like Pinzgauers and Minis, etc.) entirely, and impose use restrictions on the rest. In case they don't, we are working to monitor the progress of Trans 123.
